Mr. Saito, Director of Shipbuilding and Ship Machinery Division in Maritime Bureau at Ministry of Land, Infrastructure, Transport and Tourism (MLIT) started his carrier in the Japanese Government in 1989, and, as a lead negotiator or the Head of Japanese Delegation, he participated in a number of international negotiations, including IMO, UNFCCC and OECD.
At IMO, he has played pivotal roles for various regulations, and currently serves as the Chair of Marine Environment Protection Committee (MEPC).
In addition to the posts in Tokyo, he was Shipbuilding Economist at the OECD Secretariat in Paris in 1998-2002; as well as Director for Shipbuilding at the Japan Ship Centre in London in 2008-11.
He also served as the Vice-Chair of the OECD Council Working Party on Shipbuilding in 2008-11.
He has performed as a speaker and/or panellist at various maritime forums and seminars worldwide.
